According to Reuters, China is taking a major step toward enhancing its recycling industry by seeking public feedback on new import regulations for spent lithium-ion battery remnants and recycled steel materials. The Ministry of Ecology and Environment has set a March 20 deadline for receiving comments on these proposed rules, which aim to boost resource efficiency and reduce dependence on newly mined materials.

This initiative aligns with China’s broader strategy to accelerate recycling efforts, as demonstrated by the establishment of China Resources Recycling Group in Tianjin. The move reflects the country’s ambition to strengthen its circular economy, particularly in battery waste management and steel production.

Understanding China’s Proposed Import Rules

1. Lithium-Ion Battery Recycling: The Role of Black Mass Imports

One of the key focuses of the proposal is black mass, the processed residue left after spent lithium-ion batteries are recycled. Black mass contains valuable metals such as:

  • Nickel and cobalt (with a combined content exceeding 25%).
  • Lithium, which is crucial for EV and energy storage batteries.

Under the proposed rules:

  • Black mass is not classified as solid waste, meaning it can be freely imported into China.
  • Imports will also be allowed for black mass from lithium-iron phosphate (LFP) batteries.

This policy is expected to boost China’s domestic battery recycling capacity and support its growing electric vehicle (EV) industry by securing a stable supply of critical battery materials.

2. Recycled Steel Imports to Support Green Manufacturing

In addition to battery waste, China is also proposing new regulations for recycled steel materials:

  • Steel scrap with more than 92% iron content will be permissible for import.
  • This aligns with China’s push to reduce emissions from steel production, as recycled steel has a lower carbon footprint than virgin steel.

By expanding recycled steel imports, China aims to decrease reliance on iron ore imports, reduce the environmental impact of steelmaking, and enhance its circular economy in the metals industry.

China is the world’s largest consumer of battery materials and steel, and these new rules could:

  • Ensure a stable supply of key materials for EV production and infrastructure projects.
  • Reduce mining dependence, mitigating environmental degradation.

This policy shift is also likely to impact global battery waste and steel markets, as China could become a major importer of processed battery remnants and high-grade recycled steel.
